Nerdiest thing I've ever done here I go.
Utsuho could have gotten over the height of sheer power being at her palm, something about putting some emotion in the often tedious life of her down there. The story never mentioned Kanako revealing her name, therefore the accusations of not being able to remember her name (Sanae) are nullified.
If one were to read SA's dialogue (preferably on Reimu C) it'd be noticed that she shows accurate, smart words in terms of toying Reimu because she (Reimu) didn't like the idea of Aya making a full covering of Okuu's doomsday ideals, (eg: she picked at Reimu for ''not going with the flow of the atmosphere'', ala they were just messing around).
Cirno's portrayal as an idiot in fan works is justified because ZUN was 100% explicit when he himself called her an idiot in PoFV's manual. However, the other reason for Okuu's supposed silliness is ZUN saying ''people with huge powers can be fool sometimes, even the power of Dreams''. ZUN didn't refer to Okuu at all and he is known for his expressive words when describing his songs which can justify this as well.
UNL's dialogue, Sanae called her a birdbrain (which can be explained with the first justification I wrote) and she showed signs of silly attitude that someone with obsession for something (nuclear fusion) is normally shown as in common Japanese media (manga, anime, novels, etc).
And last but not least, there's been hints that the absorbing of the yatagarasu changed her in more ways than physical (the eye on her chest, the arm cannon, the granite boot and the atom on her left leg) in some scenes like Orin's dialogue and some of ZUN's descriptions which could lead to explaining the lunatic dialogue in SA and the almost autonomous-robotic one in UNL.
