I've seen this on 4chan occasionally, from what i recall it's translated name is "It's not my fault I'm not popular" or something like that. no clue about the actual name, but i've seen some pages and it appears highly amusing.

I tried to google for characters named "juta" - it seems this isn't an actual name but a nickname/short version of the original name. And searching for "izumi" is pointless, there are tons of those, as first name and last name. Maybe if we knew the kanjis for those names...

"No panties, no bra, no future" is an unrelated ecchi comedy one-shot manga. Just 9 pages, I just read it, it's hilarious nonsense. But yeah, unrelated.
